With extensive knowledge and experience, DEAS is one of Denmarks leading specialists in public-private partnerships (PPP) DEAS partners are also among the most experienced and professional in the field.

Experts in long-term and skill-intensive partnerships

Since the introduction of PPP in Denmark, DEAS has been a frontrunner and is now a market leader. Over the years we have won 11 PPP cases, of which we co-own seven. We also manage an additional nine PPP companies.

Our participation in PPP means that we are responsible for the operation and maintenance of the properties for up to 30 years. This requires a incredible insight into project planning and forecasting including assessing which measures need to be planned for operation and maintenance. These responsibilities clearly demonstrate that we prioritise the importance of quality in every detail of a construction project.

What is PPP
  • PPP is the term for a form of long-term collaboration that has gained popularity in Denmark the past 20 years.

  • The PPP model is ideal for complex construction projects. Financing is provided by either private actors (primarily pension funds) or the public sector. In both cases private actors are responsible for the construction and subsequent operation and maintenance of the property.

  • All the parties involved are typically at the table from the outset of a PPP project, I.e. from its preparation, construction and subsequent operation. The collaboration normally lasts 20-30 years.

A part of DEAS Group for 43 years, Lars Olaf Larsen has worked with these unique partnership model for 20 years. As one of the most experienced experts in the property industry, Lars calmly and expertly manages a wide range of PPP projects in a portfolio that has grown significantly over the years.

Planning creates security and good results

The total cost of ownership is one of the most important parameters in PPP projects. This means that we think through the entire lifespan of the building and plan how it will be maintained throughout its operation.

We draw up plans for operation and maintenance down to the last detail, which creates security and ensures a solid overview of the overall finances.

All of the projects DEAS has participated in have been delivered on time and at the agreed price. We have received only positive feedback from the public sector and users.

Our PPP responsibilities include
  • Offering qualified advice based on the preparation of a well-documented foundation for making decisions to identify, quantify and allocate significant risks and their mutual impact on the project

  • Aiding in the assessment of an optimal strategy for the realisation of the project

  • Assessing and visualising what buildings and/or facilities will cost in total for their operation and maintenance throughout the contract period by preparing detailed operation and maintenance plans

  • Carrying out construction supervision with a special focus on future operation and maintenance throughout the construction phase

  • Executing subsequent operation and maintenance

  • Administration of the PPP company

To date, we have 16 PPP projects in our portfolio, with many more to come in the future

The projects include four primary schools, two courthouses, five car parks, three hospital buildings, one ice rink and a major office project for a government organisation.
